Every regulated operation needs a state, an accountable user, a deadline, and evidence.

Receiving

Supplier or FFL shipment

  • Verify source license where applicable.
  • Read markings from the firearm, not only the box.
  • Check duplicate serials and invoice mismatches.
  • Quarantine incomplete items.
  • Post the acquisition within the applicable deadline.
Consignment

Owner-controlled inventory

  • Signed agreement, owner identity, price, commission, expenses, and payout terms.
  • Separate ownership and accounting state from outright inventory.
  • Use the firearm transfer workflow when sold.
  • Calculate tax on the retail sale.
Retail transfer

Customer purchase

  • Reserve the item and identify the actual buyer.
  • Verify age, current photo ID, and residence.
  • Complete the current Form 4473/e4473 process and run NICS.
  • Hold for delay, denial, cancellation, or missing evidence.
  • Release only after every gate passes, then post disposition.
Escalate

Unusual transaction

  • Altered documents, inconsistent identity, third-party instructions, or unusual purchasing behavior.
  • Manager/compliance review without rewriting buyer answers.
  • Record the hold or refusal and preserve the audit trail.
  • Do not encode informal legal judgments in checkboxes.

Exception paths

Delayed / denied / no sale: Retain the required form and status. Do not create a disposition. Keep the firearm in controlled inventory.

Repair: Same-day repair and overnight custody have different record treatment. Use a repair intake and return path.

Interstate: Classify firearm type and destination, verify the receiving FFL where required, and hold uncertain cases.

NFA: Use a separate approval queue. Do not release based on payment or a tax assumption.

Implementation boundary

Use the existing tenant, location, user, catalog, sale, inventory, payment, and reporting primitives. Add firearm-specific tables and services rather than putting serials, A&D data, NICS events, and 4473 documents into generic product or customer fields.

A successful checkout is not the same thing as a lawful transfer.

Serial integrity

No available firearm may be missing required fields. Duplicate serials and physical/invoice mismatches quarantine the item.

Transfer

No bypass

Cash, card, discount, refund, or override cannot bypass ID, 4473, NICS, NFA, or disposition gates.

Reporting

Deadline alerts

Multiple-handgun, theft/loss, trace-response, acquisition, disposition, and license tasks are visible and attributable.

Security

Least privilege

Cashiers cannot export restricted ID/4473 data. Every view, print, correction, release, and export is logged.

Recovery

Restorable records

Encrypted backups and restore tests must produce a readable serial-number inspection packet.

Legal

Written sign-off

Product scope, delayed checks, consignment treatment, NFA path, tax rules, and local permits are documented before production.
